Fry Peanuts in Oil in frying pan, stirring constantly until browned.  Transfer to food processor or blender with Onions, Garlic, Hot Pepper, Ginger, Brown Sugar and Lemon Juice. Purée until very smooth, adding a little more hot Water if necessary, so mixture churns well.

Work in more hot Water, adding enough to make sauce that is thick enough to coat spoon.  Transfer sauce to saucepan. Simmer about 2 minutes, stirring.  Taste for seasoning.

This sauce can be made up to a couple weeks in advance and kept covered in the refrigerator. This recipe makes enough for about a dozen people for a Rijsttafel banquet.
